Nor is it easy to exaggerate the inﬂuence which the industry thus early practised and brought to a considerable degree of perfection, has directly and indirectly exerted upon the destinies of mankind, and especially Upon those of the nations of Europe. In our quarter of the globe, at any rate, Fishery has been the foster-mother of navigation and of commerce, and the disseminator of the germs of civiliza tion.
Four thousand years ago, Europe was inhabited by tribes of intelligent savages whose social state stood in much the same relation to that of the polities on the banks of the Nile and the Euphrates, even then old, as that of the Polynesians did to the civilization of Europe a century ago.
